Mental Health Task Force/ Make It Work Milwaukee Update

Thanks to the Milwaukee Enrollment Network for providing this helpful update - those who are covered by BadgerCare Plus (BC+) need to complete an annual renewal in order to keep their coverage. Last year at this time, the program expanded to include Childless Adults at or below 100% FPL. As a result, nearly 30,000 Milwaukee County residents enrolled in BC+ in April 2014, and thousands more in the months since then (current enrollment stands at 55,604). See below and attached for details and please help spread the word.

Those who enrolled last spring are now due for their annual renewal. It is important that these BC+ members are re-enrolled or run the risk of losing their benefits (for which they would then have to reapply).

Please make sure that you inform those you work with who are childless adults on BC+ that they need to renew their benefits one year after applying for them. If you are not clear on the staggered renewal schedule for those who enrolled last spring, the memo that outlines it is attached.

BadgerCare Plus Staggered Renewals

Under 2013 Wisconsin Act 20 and 2013 Wisconsin Act 116, BadgerCare Plus (BC+) coverage for adults age 19–64 without dependent children in the home (childless adults) began on April 1, 2014. Given the high number of applications for this coverage starting on April 1, 2014, many childless adults have their annual health care renewals due by March 31, 2015.

To address the renewal “bubble” DHS has secured approval from the Centers for Medicare & Medicaid Services (CMS) to allow an extension of certification periods for childless adults to allow renewals to be staggered.

By the end of January 2015, the following groups of childless adults will have their BC+ renewal date changed systematically:

  • Childless adults with health care renewals due in March 2015 and FoodShare (FS) renewals due in April 2015 will have a new health care renewal date of April 2015.

  • Childless adults with health care renewals due in March 2015 and FS renewals due in May 2015 will have a new health care renewal date of May 2015.

  • Childless adults with health care renewals due in March 2015 who are not enrolled in FS will have a new health care renewal date of April or May 2015. This population’s renewals will be distributed evenly between these two months.

  • Childless adults who are subject to these changes will receive a 45-day renewal letter based on the new renewal date.

 

Please note:

Childless adults with health care renewals due in March and FS renewals due in months other than April or May will continue to have their health care renewals in March and should expect to receive their 45- day renewal letter soon.

Childless adults with health care renewals due in months other than March will be unaffected. They should renew their benefits according to the their original health care renewal date.

Childless adults who have their FS renewal due in January  or February may be given the opportunity to renew their health care benefits at the same time.
 
If an individual is unsure then their renewal is due, they can access this information by logging into ACCESS to check their benefits or by contacting their agency.
