We are sharing with you the alert below from the Wisconsin Survival Coalition of Disability Organizations. Wisconsin lawmakers have joined a massive effort underway across the country that could devastate federally-funded programs by changing the U.S. Constitution. Resolutions SJR 18 and AJR21, are asking Congress to assemble a convention to consider amendments to the U.S. Constitution related to federal spending.

This has the potential to have a devastating impact on funding for services and programs that are vital to people with disabilities and older adults. Please see below for more information and how to take action.

Wisconsin lawmakers have joined a massive effort underway across the country that could devastate federally-funded programs by changing the U.S. Constitution. Resolutions SJR 18 and AJR21, are asking Congress to assemble a convention to consider amendments to the U.S. Constitution related to federal spending.

How Would Changing the U.S. Constitution Affect People with Disabilities?
Changing the U.S. Constitution could affect people with disabilities in many ways. Perhaps the most important would be to force historic cuts to federally-funded programs such as Medicaid, Social Security, housing, education, employment, transportation, and much more through a balanced budget amendment to the Constitution.

What is a BBA (Balanced Budget Amendment)?
It would forbid the federal government from spending more money than it takes in each year. On the surface, this sounds reasonable. But it is not. In fact, it could spell disaster for the nation’s economy.

Many economists, business leaders, politicians and others recognize that this would be extremely harmful and a reckless way to address the nation’s long-term fiscal problems. By requiring a balanced budget every year, no matter the state of the economy, such an amendment would raise serious risks of tipping weak economies into recession and making recessions longer and deeper, causing very large job losses.

What is Happening in Wisconsin?
Wisconsin’s resolution has now been introduced in the legislature, the once unlikely idea of a Constitutional Convention has moved a little closer. Committee hearings are scheduled for Tuesday, March 28 and a full vote could come as early as next week.

What Happens if Wisconsin Passes a BBA Resolution?
Congress is required to call a convention if at least two-thirds (34) of states request one. A Constitutional convention would open the Constitution up to whatever amendments its delegates chose to propose. According to supporters, around 28 or 29 states have passed resolutions calling on Congress to convene an Article V convention to propose a balanced budget amendment. Wisconsin has been identified as a target state for passage of a BBA resolution. If it passes in Wisconsin, proponents will be one state closer to the 34 they need!

What to Say:

  • Please oppose SJR 018 and AJR021.

  • A Balanced Budget Amendment to the U.S. Constitution is dangerous for the economy and would make a weak economy weaker, causing thousands of lost jobs.

  • A balanced budget amendment would mean thousands of lost jobs, drastic cuts to public schools, Social Security, Medicare and Medicaid which would hit children and adults with disabilities, and their families, extremely hard.

  • The Constitution has served us well for 200 years, with very few changes. There are much better ways to deal with our nation’s fiscal challenges.
