Mental Health Task Force Update

The Milwaukee County Board of Supervisors is meeting this Thursday, March 26th. One of the agenda items is implementation of the new GO Pass (File No. 15–204) which our coalitions supported during the County budget process. The GO, or Growing Opportunities pass will allow seniors and persons with disabilities to ride the bus for free. Amendments related to the GO Pass will be considered at this Thursdays County Board meeting.

When this proposal was advanced during the budget under the leadership of Chairwoman Dimitrijevic, it was our understanding that the definition of disability would be an inclusive one and include individuals with mental health and developmental disabilities, as well as physical disabilities. Supervisor Weddle has advanced an amendment (see attached) which would ensure that all people who meet the definition of disabled within the Americans with Disabilities Act would be eligible for the GO pass. The amendment also provided some provisions for people who do not have a government issues photo ID to be able to otherwise document eligibility and obtain a GO pass. As we know from our work on voter ID requirements, many people with disabilities and older adults do not drive and do NOT have other government issued picture ID cards.

The Weddle amendment passed the Transportation committee on a 4–3 vote and will be voted on by the full county board this Thursday. It is supported by DRW and IndependenceFirst. We wanted you to be aware of this and ask you to consider contacting supervisors to ask them to support Supervisor Weddles amendment as passed by the Transportation Committee. Recently a counter amendment was advanced by Supervisor Mayo which defines disability more narrowly and also will require a government issued photo ID without exceptions to obtain a GO pass. We do not support this amendment.

Please support implementation of the GO Pass (File No. 15–204) and the Weddle Amendment as passed by the Transportation Committee. Access to transportation is critical to the independence of people with disabilities; many are unable to drive because of their disability and/or limited financial resources. The potential benefit to the lives of people with disabilities and our community as a whole is great when people can exercise their independence and participate fully in community life.
